Job Description

The Utility Location Technician (Survey) locates and marks underground City owned facilities for Digger’s Hotline, and performs entry-level survey engineering work. The incumbent is responsible for ensuring that City utilities are located and accurately marked in the field according to the Digger’s Hotline guidelines.

Essential Functions

  • Works under the direction of the Land Information Manager.
  • Competently locates and marks City-owned facilities, including underground utilities for Digger’s Hotline.
  • Safely operates a motor vehicle to carry out the business of the City.
  • Performs mathematical calculations, and reads and interprets City as-builts and construction drawings.
  • Assists survey section in the gathering and laying out of survey data for City projects.
  • Maintains a daily record of all work performed, and enters data into computer filing system.
  • Promotes and maintains positive departmental public relations and image with customers, which include other City departments and staff, developers, and the community in general. Responds or refers complaints to supervisor.
  • Assist with review and compliance with right-of-way/excavation permit as they correspond with Digger’s Hotline tickets.
  • Ability to report to duty in emergency situations and work on-call rotational shifts.

Requirements

Job Description

The position of Maintenance Specialist (Wastewater Treatment Plant) performs work with the installation, maintenance, and repair of buildings and grounds, including all equipment specific
to the treatment of wastewater in the facility and collection system. Equipment includes mechanical, hydraulic, pneumatic, HVAC, plumbing, masonry, carpentry, and emergency power generation/backup power units. The incumbent must have a safe working knowledge of all levels of electrical equipment and supply, and the knowledge and ability to repair and maintain specialized plant instrumentation, such as well communication devices and networks, SCADA systems Programmable Logic Controllers (PLC’s), System Control Center (SCC's), and computer communication networks. This position performs skilled and manual labor. Reports for duty in emergency situations and works a rotational on-call weekend and holiday schedule.

Requirements:
Maintenance Specialist II*:

  • Knowledge equivalent to a high school diploma. Associate’s degree or equivalent in water, wastewater technologies or related technical field preferred.
  • Certification as a licensed Wastewater Operator by the Wisconsin Department of Natural Resources with subclass A1, B, C, D, and P or obtain within twelve (12) months of appointment.

Job Description

Under close supervision of the Laboratory Supervisor, the Well Water Sampling Intern will gain hands-on experience in environmental field sampling and laboratory support activities while contributing to work that directly protects public health and the environment. This internship provides practical experience in proper well water sample collection, documentation, and data handling, with a strong emphasis on following established protocols to ensure sample quality and integrity.

The position is primarily field-based and involves independent travel to residential sampling locations throughout Dane County and surrounding areas, coordination with homeowners, and daily route planning using GIS-based tools. The internship is designed for a student pursuing a science-related degree and requires full-time availability during the summer to support the District’s well water monitoring program.


Duties

Job Description

The City of Naperville’s Water Utility is currently seeking a Senior Water Utility Technician for the Repair & Excavation division to operate excavating and loading equipment and heavy machinery on a daily basis. In this position, candidates will perform manual tasks (i.e., digging, loading & unloading materials, and preparing job sites) as they relate to the rehabilitation, repair, and replacement of the City’s water distribution and wastewater collection systems.

Responsibilities:

  • Operates light and heavy excavation, rehabilitation, repair, and replacement equipment such as end loaders, backhoes, dozers, heavy trucks, and trenchless equipment for a variety of construction and maintenance operations in the most difficult and complex situations of the water and wastewater distribution and collection systems.
  • Performs substantial repairs, rehabilitations, replacements (two feet or deeper) to watermains/sanitary sewer mains (up to 20’ in length), hydrants, valves, vaults, valve boxes, service lines, and manholes. Restores property to original condition.
  • Determines means for the work to be performed and uses appropriate methods to return lines to service.
  • Utilizes proper safety precautions related to all work performed. Provides assistance to others by watching banks for cave-ins and provides assistance when emergency exits are needed.
  • Ensures that equipment is properly used and is fully maintained in an operable condition.
  • Drives a large truck. Loads and hauls rock and gravel and spreads materials.
  • Operates pavement saws and jackhammers.

Adheres, at all times, to proper confined space procedures and other safety-related policies and practices. o For work in the Repair and Excavation Section, the employee needs to be classified as a competent person as defined by OSHA standards within six months of their hire (or transfer) to the section.

The City of Naperville’s Water Utility is currently seeking a Senior Water Utility Technician for the Springbrook Wastewater Operations division to perform skilled and semi-skilled work in the operation, inspection, and/or repair of the City’s wastewater operations facility.

Responsibilities:

  • Observes and adjusts the performance of various biological and physical treatment units and performs related limited maintenance work as necessary.
  • Calculates required pumping and chemical feed rates.

Job Description

The Maintenance Technician is expected to perform preventive maintenance and corrective
maintenance on mechanical, electromechanical, and electrical machinery and equipment to
assure safe, efficient operation and meet all discharge requirements. Other duties include, providing on-going information and guidance for the district maintenance/operation program
and assisting, promoting and training co-workers. The Maintenance Technician is expected to
work independently under the general supervision of the Water Reclamation Superintendent.
This is a full-time, non-exempt position.

Essential Duties and Responsibilities:

  • Assists with operations and maintenance, performing operational tasks as required.
  • Inspects and lubricates equipment.
  • Replaces packing in pumps or valves, and bearings in motors, pumps, and other equipment.
  • Diagnoses mechanical and basic electrical failures in equipment.

General Manager - Salt Creek Sanitary District

Job Description

The district is seeking applicants to fill the position of General Manager. This is an exciting chance to lead a small but nimble staff as it prepares to begin a multi-year, multi-million-dollar project to upgrade plant infrastructure to meet changing regulations. The new hire must be well rounded and willing to do whatever is necessary to fulfill the mission of the district. They will report directly to the Board of Trustees, and will require exceptional leadership skills to direct, manage, and supervise the administrative operations of the plant.

The ideal candidate will work hand in hand with the Board of Trustees to develop a vision for the future of the district. The next leader will need to coordinate with federal, state and local agencies as well as industry work groups including the DuPage River/Salt Creek Workgroup and Illinois Association of Wastewater Agencies to ensure compliance with environmental regulations while protecting the interests of the district and the residents we serve. The General Manager is responsible for the coordination and distribution of the monthly board meeting agenda and packet including posting on the district website as well as responsibility for recording meeting minutes. The GM also acts as the Chief Financial Officer, Assistant Clerk and FOIA officer for the district. At the direction of the board, the GM researches, implements and enforces approved policies and procedures.

With input from staff, the GM prepares and presents to the board, the annual budget which includes revenues and expenditures from general account, capital improvement account and debt service account. It is expected that the GM will monitor the budget and prepare quarterly financial reports to ensure the board and customers of the district are well informed. They will approve all expenditures and will present a monthly account reconciliation and check register to the board for approval. They will be expected to be the internal lead during the annual audit performed by a third-party accounting firm and will be the team lead for district service and maintenance contracts including IT, phone, janitorial, electric, natural gas, and plant liability and workers compensation insurance.

The General Manager is responsible for the hiring, discipline and termination of district employees. He/she will provide leadership, direction, and supervision to all facility staff by setting goals and objectives and clearly communicating expectations. Mentors staff, as required, and monitors employee performance, training and development. Works to identify opportunities for the team to learn new skills and advance their careers. They will work with brokers to maintain the best possible insurance for our employees at the lowest possible cost to our customers.


Education/Experience/Background

  • A bachelor’s degree in civil engineering, environmental science or public administration is required. Licensed professional engineer (P.E.) in Illinois or ability to obtain said license is preferred. Well- rounded applicants with a master’s degree in public administration and background in public works will also be considered.
  • A minimum of ten years of experience with at least five years of supervisory experience is required. Knowledge of the methods, techniques, principles, and practices of wastewater treatment is a must.
  • Advanced knowledge of federal, state and local laws and regulations pertaining to the district including but not limited to the Clean Water Act of 1972, the Sanitary District Act of 1917, and local agency rules and regulations.
  • Strong budgeting skills
  • Knowledge of human resources management and finance and accounting principles

Physical Requirements
The duties of this job are mostly sedentary with most time being spent working at a desk; however, the employee may occasionally be required to stoop, kneel and crouch. The employee may be required to use ladders or stairs and may occasionally be required to lift more than 50 pounds individually.

Job Description

Job Description
The Plant Operations Foreman is responsible for planning, managing, and overseeing the daily operations of the wastewater treatment facility to ensure safe, reliable, and compliant performance. This role includes supervising operators, monitoring treatment processes, conducting process control testing, and ensuring adherence to regulatory standards. The Foreman also manages administrative duties, staff training, and equipment troubleshooting. While the position carries the same core technical and leadership responsibilities as a day-shift Foreman, it requires a higher level of independent decision-making and emergency response due to limited access to senior management and support staff.


Key Responsibilities

  • Staff Supervision: Plan, schedule, assign, and evaluate the work of wastewater treatment plant operators and trainees.
  • Operations Management: Direct daily plant operations, including flow management, biological process control, and equipment performance (pumps, filters, etc.). Ensure smooth communication and transition between shifts.
  • Process Control: Monitor and adjust treatment processes; perform and/or direct wastewater sampling and testing to maintain optimal plant performance.
  • Troubleshooting & Problem-Solving: Independently diagnose and resolve process or equipment issues, initiate corrective actions, and create work orders as needed.
  • Regulatory Compliance: Ensure operations consistently meet all local, state, and federal requirements, including NPDES permits. Maintain accurate shift logs and support data reporting.
  • Training & Development: Provide hands-on training, coaching, and performance feedback to staff, promoting a culture of safety, accountability, and continuous improvement.


Training and Experience:

  • Graduation from high school or G.E.D. equivalent.
  • Five (5) years of progressively responsible experience in wastewater treatment operations and/or prior supervisory experience in the wastewater field.
  • Proficiency with Microsoft Word and Excel.
  • Possession of an active Class 3 IEPA Wastewater Operator License, and the ability to obtain a Class 1 IEPA Wastewater Operator License within 12 months of hire.

Knowledge, Skills, and Abilities:

  • Knowledge of principles, practices, tools, and methods used in wastewater treatment plant operation.
  • Knowledge of safety regulations and safe working practices.
  • Ability to supervise, train, and evaluate staff.
  • Ability to maintain detailed records and compile clear reports.
