About the Job
This Urban Stormwater Extension Educator will bring in-depth expertise to address complex water management issues related to urban stormwater management and community resiliency.
They will develop, deliver, implement, and evaluate online and in-person educational programs
to educate audiences about stormwater practices and policies. The programs will focus on two
major audiences: 1) stormwater professionals and practitioners, and 2) local, watershed, and state policy leaders.

These programs may include seminars, workshops, courses, and materials such as newsletters,
fact sheets, articles, blog posts, and podcasts. The educator will lead or contribute to existing
and new educational programs in direct support of the Minnesota Stormwater Research Program and includes programs such as the Clean Sweep Program, stormwater practice inspection maintenance certification course, the Minnesota Stormwater Seminar Series, and other programs addressing urban stormwater needs for Minnesota. The Educator is responsible for program development, delivery, and evaluation in cooperation with other teams at the University and with partners across the state. This position will collaborate with research faculty, but will not lead research projects or supervise research staff.

This University of Minnesota Extension position is a collaborative appointment with Minnesota
Sea Grant
(MNSG), a system-wide program across the University of Minnesota, and the
University of Minnesota Water Resources Center (WRC), a unit of the College of Food,
Agricultural and Natural Resource Sciences and University of Minnesota Extension. MNSG and
the WRC have complementary missions that have led to a growing set of joint activities. This
Extension Educator will advance MNSG-WRC collaboration in a significant way by developing
unified Extension programming that contributes to mutual goals.

The educator will collaborate with diverse organizations to identify, develop, implement, and
evaluate educational programs that will have a measurable impact on water resources and community resiliency by engaging with water professionals, policy-makers, local governments,
and others in urban communities across the state. The educator will also collaborate with other
educators at the Water Resources Center (WRC) and Minnesota Sea Grant (MNSG). The position will require working with a range of public, private, and non-profit stakeholders including:

  • Water resource professionals;
  • Diverse stormwater organizations, including industry and non-profits; and
  • Water resource professionals, federal, state, and local government agencies, such as the Minnesota Pollution Control Agency, Board of Water and Soil Resources, watershed districts, watershed management organizations, and city and county governments.

This position is accountable to the program leader for the WRC Extension water team for program direction, performance evaluation, and personnel actions. This position is jointly funded by the WRC and MNSG, and the program leaders of the WRC and MNSG Extension teams collaborate to provide program direction and contribute to evaluations for this position. Long term success will be evaluated through the Extension promotion process.

Qualifications
Required Qualifications

  • A master’s degree in water resources sciences; hydrology; civil, environmental, or biosystems engineering; watershed science, management and policy; environmental education; urban or regional planning; or closely related fields relevant to water management and water quality.
  • Two (2) or more years of professional work experience in urban stormwater management.
  • Demonstrated ability to communicate complex scientific information clearly and concisely in appropriate formats for various audiences, particularly in urban stormwater or other water-related sectors.
  • A proven ability to develop and maintain effective working relationships and collaborations with colleagues, partners, and stakeholders, including those that may have diverse missions, goals, cultures, and backgrounds.
  • Excellent communications skills in English, including oral, written, and graphic/image formats and the ability to use technology to enhance learning.

Additional Requirements

  • Valid driver’s license and own means of transportation with required liability insurance, to be utilized for travel to workshops and transporting materials and supplies to events; the need to transport other people/employees may occur.
  • The person in this position will be working in office and field environments, resulting in a need to traverse terrain (typically in or near water or wet areas) and work in various weather conditions.
  • When not in the assigned office location, employees must be reachable with a mobile number at the employee's own expense. That number will be published in the Extension staff directory.
  • Ability to maintain a flexible work schedule, including occasional evening or weekend work.
  • Must have reliable internet when working outside of assigned office location.
  • Must be able to travel within the designated communities and provide in-person programming; including transporting of supplies frequently, and other people rarely.

Wastewater Operator performs duties relating to the control and processing of wastewater and
bio-solids. Prior experience or education related to wastewater treatment is preferred, but not
required. The successful candidate will participate in a training program for up to twelve months
on a variety of shifts to learn processes under different operating conditions. Every operator
must be able to operate either plant by himself/herself after completing training.

Job Description

The district is seeking applicants to fill the position of General Manager. This is an exciting chance to lead a small but nimble staff as it prepares to begin a multi-year, multi-million-dollar project to upgrade plant infrastructure to meet changing regulations. The new hire must be well rounded and willing to do whatever is necessary to fulfill the mission of the district. They will report directly to the Board of Trustees, and will require exceptional leadership skills to direct, manage, and supervise the administrative operations of the plant.

The ideal candidate will work hand in hand with the Board of Trustees to develop a vision for the future of the district. The next leader will need to coordinate with federal, state and local agencies as well as industry work groups including the DuPage River/Salt Creek Workgroup and Illinois Association of Wastewater Agencies to ensure compliance with environmental regulations while protecting the interests of the district and the residents we serve. The General Manager is responsible for the coordination and distribution of the monthly board meeting agenda and packet including posting on the district website as well as responsibility for recording meeting minutes. The GM also acts as the Chief Financial Officer, Assistant Clerk and FOIA officer for the district. At the direction of the board, the GM researches, implements and enforces approved policies and procedures.

With input from staff, the GM prepares and presents to the board, the annual budget which includes revenues and expenditures from general account, capital improvement account and debt service account. It is expected that the GM will monitor the budget and prepare quarterly financial reports to ensure the board and customers of the district are well informed. They will approve all expenditures and will present a monthly account reconciliation and check register to the board for approval. They will be expected to be the internal lead during the annual audit performed by a third-party accounting firm and will be the team lead for district service and maintenance contracts including IT, phone, janitorial, electric, natural gas, and plant liability and workers compensation insurance.

The General Manager is responsible for the hiring, discipline and termination of district employees. He/she will provide leadership, direction, and supervision to all facility staff by setting goals and objectives and clearly communicating expectations. Mentors staff, as required, and monitors employee performance, training and development. Works to identify opportunities for the team to learn new skills and advance their careers. They will work with brokers to maintain the best possible insurance for our employees at the lowest possible cost to our customers.


Education/Experience/Background

  • A bachelor’s degree in civil engineering, environmental science or public administration is required. Licensed professional engineer (P.E.) in Illinois or ability to obtain said license is preferred. Well- rounded applicants with a master’s degree in public administration and background in public works will also be considered.
  • A minimum of ten years of experience with at least five years of supervisory experience is required. Knowledge of the methods, techniques, principles, and practices of wastewater treatment is a must.
  • Advanced knowledge of federal, state and local laws and regulations pertaining to the district including but not limited to the Clean Water Act of 1972, the Sanitary District Act of 1917, and local agency rules and regulations.

Job Description

  • Biosolids Handling and Land Application Compliance: Operate biosolids systems and land application equipment.

Job Description

The purpose of this position is to perform maintenance in the daily inspection, preventative maintenance, and repair of the mechanical and electrical equipment at the lift stations. Position’s work week consists of Monday through Friday, 7:00 a.m. to 3:00 p.m. Lift station mechanics are required to be involved in a rotation for emergency stand-by calls.


Core Functions

  • Exercise valves, maintains and repairs lift station motors, pumps, meters, generators and other major mechanical, electrical and hydraulic units of equipment,
  • Inspects each station as required, reads flow meters and gauges, generator run hours, electric meters, and records them.  
  • Performs preventative maintenance on lift station equipment and keeps records of work done on equipment.
  • Performs general station maintenance to keep stations in neat and orderly fashion.

Job Description

The purpose of this position is to monitor plant data to operate and adjust treatment equipment used in the purification of wastewater as a recycled resource returned to Lake Michigan. This position does work a rotating shift schedule, including weekends and holidays


Core Functions

  • Operates bar screens, conveyors, blowers, clarifiers, chemical feed systems, ultraviolet disinfection systems, belt filter presses, gravity belt thickeners, and other equipment used to treat wastewater by settling, aeration, disinfection, and solids digestion.
  • Starts and stops pumps, valves and gates (manual or remote control), engines, and generators to control flow through filtering, settling, aeration, and solids digestion processes.
  • Monitors variations in operating conditions and interprets meter, analyzer, and gauge readings to determine volume and mass loading requirements to various plant processes; including timing for the initiation of plant blending processes and adding treatment equipment to remediate elevated wet weather flows, and vice versa.
  • Maintains log of operations and records meter and gauge readings of various plant processes; detects equipment malfunctions.

Qualifications

  • Associate Degree related to wastewater treatment, or completion of Wisconsin Wastewater Operators Apprenticeship; or 2 years of municipal wastewater plant or collection system work experience; or 2 years of verifiable mechanical experience working with pumps, compressors, blowers, or engines.
  • Wisconsin Department of Natural Resources (DNR) Basic General Wastewater Operator certification is required within 1 year of hire; certification in 3 subgrades applicable to the Racine WWTP (A1, B, C, D1, and E) is required within 3 years of hire.

Job Description

The City of Fond du Lac Water Utility is accepting applications for an Equipment Operator II. This position will be under general supervision to operate and complete routine maintenance of heavy or specialized construction equipment to maintain the City’s water infrastructure. The Utility offers a stable consistent working opportunity with a well-rounded work/life balance.


The successful candidate will have the knowledge, experience, and skills necessary to
perform the essential duties of the following:
  • Operation and minor maintenance of heavy equipment for repairs to water infrastructure
  • Hydro-Excavation
  • Fluent in the repair of water, storm sewer, and sanitary sewer infrastructure
  • Full road and landscape restoration (form, pour, and finish concrete, landscaping and asphalt prep)
  • On-call rotation (Roughly 5 weeks per year when/if fully staffed)
  • Emergency response 24/7/365 (water main breaks, service leaks, hydrant repair, etc.) 60% response rate is required.
  • Monitor projects in the field for safety; provide guidance/direction/train and mentor co-workers
  • Read, understand, and execute jobsite plans for project completion
  • Setup and maintain safe construction work zones by using proper traffic control devices

Qualifications and minimum training and experience required/preferred to perform essential job functions:

7 – 10 years progressive experience relating to general road construction, excavation, concrete restoration, and water utility repair with a minimum of 5 years of heavy equipment operation; ability to locate and uncover underground utilities while monitoring for occupational hazards
and safe work practices; working knowledge of the tools, methods, and materials commonly used in public works and water facility maintenance activities; possession of a valid Wisconsin  Commercial "Class A" Driver's License without air brakes restriction and with tanker endorsement.

Graduation from high school or equivalent; and current training, in Competent Person, Forklift Safety, Work Zone/Flagger Safety, Confined Space Entry, Wisconsin DNR Distribution Certificate, Basic First Aid, and CPR. Willing to train proper candidate.
